- 1/2 Pound Ground Beef
- 2 tablespoon All-purpose Flour

Toast dried chiles for 2 minutes on medium-high heat.
Steam toasted chiles in hot water for 15 minutes, then make a smooth paste.
Heat the stove to medium-high; cook onions, garlic, and peppers for 7 minutes until they look clear.
